چکیده

59 The Community Reinvestment Act (CRA) of 1977 has survived more than three decades of restructuring of the banking industry, of sporadic changes in the regulations, and of an evolution of best practices in community development. The CRA has seen many successes but is now in need of a major overhaul if it is to continue to play a meaningful role in strengthening lowand moderate-income (LMI) communities. This article frames a number of issues that should be considered as part of any process to alter the CRA or expand it to other industries. I have worked in community development for more than 22 years both in government and in the private sector. As head of Community Development at JPMorgan Chase, where I spent the past 19 years, I witnessed major shifts in how banks oversee their CRA programs and how these changes have affected the way they meet their CRA obligations. While I have been on both sides of the table, as banker and government official, my purpose here is to provide a banker’s perspective to illuminate the forces that have affected the CRA and to suggest some principles that could make it more effective. The first section of this article provides a brief overview of the evolution of the banking and regulatory worlds, while the second highlights some of the problems that have led to inconsistent treatment, trade-offs, and unnecessary or unintended costs of regulations. While some of these problems are inherent in any regulatory process, some are particular to the CRA and so may be easier to reform. Based on this analysis, the last section outlines some principles that might help guide the future direction for the CRA. Suggested approaches include: more clarity of focus; reevaluating trade-offs implicit in using quantitative versus qualitative tests in the examination process; and redesigning or eliminating some tests and tailoring It’s the Rating, Stupid: A Banker’s Perspective on the CRA Mark Willis* Ford Foundation Visiting Scholar

The Application and Evaluation of Banker’s Algorithm for Deadlock-Free Buffer Space Allocation in Flexible Manufacturing Systems

Deadlock-free operation is essential for operating highly automated manufacturing systems. The seminal deadlock avoidance procedure, Banker’s algorithm, was developed for computer operating systems, an environment where very little information regarding the future resource requirements of executing processes is known. Manufacturing researchers have tended to dismiss Banker’s algorithm as too co...

From Theory to Treatment: Understanding Addiction from an Operant Behavioral Perspective

Contingency management (CM) and the community reinforcement approach (CRA) are among the most effective psychosocial treatments for substance use disorders (SUD). This article briefly discusses these interventions and their outcomes, giving special emphasis to the underlying models of human behavior. We describe a theoretical perspective based on operant conditioning, and we review the literatu...

Governance Arrangements for Effective Public Financial Policies: a Central Banker’s Perspective

There is, these days, a great deal of discussion about corporate governance. This is largely because governance arrangements thought (with hindsight) to be defi cient shared the blame for some spectacular corporate failures in the latter stages of the US tech boom of the late 1990s. Of course such problems are not that new. Indeed, one could safely assert that governance problems, broadly defi ...

A Bi-level Formulation for Centralized Resource Allocation DEA Models

In this paper, the common centralized DEA models are extended to the bi-level centralized resource allocation (CRA) models based on revenue efficiency. Based on the Karush–Kuhn–Tucker (KKT) conditions, the bi-level CRA model is reduced to a one-level mathematical program subject to complementarity constraints (MPCC). A recurrent neural network is developed for solving this one-level mathematica...

The evolution of the game of baccarat

The casino game of baccara chemin de fer is a bimatrix game, not a matrix game, because the house collects a five percent commission on Banker wins. We generalize the game, allowing Banker’s strategy to be unconstrained and assuming a 100α percent commission on Banker wins, where 0 ≤ α < 2/5. Assuming for simplicity that cards are dealt with replacement, we show that, with one exception at α = ...
